If your California business, corporation or limited liability company will pay wages to one or more employees, it is subject to California state payroll taxes and must first register with the California Employment Development Department. You can register either online or by mail. Either way, you will need to complete Form DE-1 (Fill-in with Instructions) within fifteen (15) days of paying over $100 in wages for employment in a calendar quarter.

To complete Form DE-1 you will need the following information:

1. The full name of each owner (officer or member) of the business and their title, percentage ownership, social security number, and driver's license number;
2. The business name;
3. The date the business started (date incorporated, organized, or started);
4. The business' federal taxpayer ID number ( EIN );
5. If the business is a corporation or limited liability company, the corporate identification number provided by the Secretary of State;
6. The physical address and the mailing address of the business;
7. Your reason for applying (new business, hired employees, purchased an existing business, or other);
8. The business entity type (e.g. corporation, limited liability company, partnership, etc.);
9. Your business activity; and
10. The name, title, address and day time phone number for the person signing the form.

After completion, you can fax the form to: (916) 654-9211 or mail the form to:

Once processed, the California EDD will provide you with an EDD Account Number by mail and send you California Employer Guide. After you receive an account number, we recommend you retain an accountant, Paychex or ADP to handle your payroll.
